A bill to set out a process to allow four-time DUI offenders to apply for reinstatement of their driving privileges failed to get enough votes. State Rep. Elaine Nekritz (D-Northbrook) says the restrictions would include the driver using a breath-activated ignition device for the rest of their lives. Opponents said four drunken-driving arrests should be enough.
