The National Security Agency no longer has the authority to collect Americans’ phone records in bulk. The Senate failed to extend that program and several other post-Sept. 11 counter-terror measures Sunday after Republican Rand Paul stood in the way. They expired at midnight. The bulk collection program is likely to be revived in a matter of days, but with changes contained in a House bill the Senate will now debate. It had previously blocked the measure
