The November election will be the last one until Rupert Borgsmiller retires. Borgsmiller is executive director of the Illinois State Board of Elections, to be succeeded January first by Steve Sandvoss, who is now general counsel.

Sandvoss says in his experience, Illinois is not a place where people vote “early and often.”

He adds the turnout doesn’t always reflect that, but he believes just more of a result of some cynicism among the electorate.
