Springfield Ward 7 Alderman Joe McMenamin says Corporation Counsel Todd Greenburg is leading the city astray.
“I’m very disappointed in him,” said McMenamin, referring to how the NAPA contract came to be. “He should have laid it out more carefully for the city council and said ‘if you want to do something you’ve never done before, that’s your choice.’ But I think it’s very bad policy to ignore our city code.”
The NAPA contract would defer parts management for the city’s vehicle fleet in the new consolidated garage, which is scheduled to be operational by July 1.
McMenamin believes the city’s bidding rules for contracts over $15,000 weren’t followed, and wants a special NAPA meeting to discuss it.
