A Springfield attorney says the city is unfairly targeting a half-way house in the Enos Park neighborhood.
Tom Immel represents the House of Rainbow, which provides transitional housing to parolees for up to 90 days. It operates under an Illinois Department of Corrections contract.
“Those people live in establishments like the type Rainbow House operates all over of the state of Illinois and there are thousands of them” says Immel.
The city said such residences aren’t allowed as the property is zoned, but Immel disagrees — a court ruling is expected within the month.
Three people who have lived in the homes have been arrested on murder charges within the past year. But Immel says that should have nothing to do with the zoning dispute.
