The Springfield City Council devoted half of the city’s 3% sales tax revenue from recreational marijuana sales in the city to help pay off pension debt. Most of the other half is funding a business grant program to spur economic development on the east side. Twenty-two grants were made to minority businesses in the first round of funding, and many also received additional funding through the east-side TIF.
